Well, it's true. It took a lot of work on the part of the writers of
the anime storyplan to get all the nuances of every character right.
Although there is more story beyond what has been animated, it is not
fully detailed, and thus it would make it very difficult for the writers
to keep up the level of the rest of the show thus far, thus they decided
to halt at 45 eps instead of doing the 68 originally said.

The last 6 episodes past 39 dealt with a small side story involving Enki
and his emperor telling Youko a story in flashback. The anime ended after
that. (Only the last episode - 45 has not been subtitled yet, but it's
just a reminiscence chapter on the previous short story arc.)
